The results showed that the highest inundation occurs in the northern parts of the city near the drainage networks. The local flood data with respect to the areas affected by flooding, show high correlation with the obtained map. To prepare the map vulnerability it is necessary that at first, the different damage that can be expected from the damaging criteria should be separated and their importance and priority must be inserted according to the study area. Damages resulting from the occurrence of damaging criterion such as flood can be classified into 3 parts of tangibleand direct damages, indirect and tangible damages, and non-tangible and human damages; which in this study, the third category is special importance due to the study area. In the second phase, in order to prepare the vulnerability map it is necessary to separate the urban uses from each other to minimize the variance of vulnerability. The results showed that residential areas show higher vulnerability in proportion to the commercial and administrative areas, because of the percent of the residential users and a continuous flow of life in the residential areas. Finally, After the scoring to criteria and sub-criteria is terminated, the vulnerability map of the stud area was produced, and the percentage of the areas covered by each degree of vulnerability was shown. 49% of uses are placed in the category with very low to low vulnerability category that mostly located in the southern areas of the city and the remainder is concentrated in the middle parts and in a less amount in the northern part of the city.
