Background of this paper is about the effects and advantages of mobile learning and it' applications in several country. Also, it investigates about proper learner and structure of this learning method. Purpose of this study is a survey about opinions of university teachers and telecommunications managers about challenges that there are in the path of usability of mobile learning, in Hamedan (one of the states of Iran). Sources of evidence are gathered opinions by a researcher made questionnaire. Main argument about mobile learning challenges in Iran, were requirement for skillful authors, loss of F2F interaction in education, unfamiliar learners with this method, some geographical limitations and being unsuitable method for children. In conclusions, there are some hardware obstacles for using mobile learning and we need some theoretical and applicatory knowledge for implicating mobile learning in Iran.
